Medical tourism has been developing in recent years as a flourishing global trend, with millions of patients traveling all around the world for medical attention. The report presents the economic impacts of visited destinations by tourists for medical reasons and principal trends that shape the development of the industry.

Economic Impacts

Medical tourism can help developing host countries realize economic gains through an increase in revenues and employment opportunities. It is estimated that the global medical tourism market is expected to increase to US$111.2 billion by 2029 from US$47 billion in 2024 (Yang, 2024). This is a huge growth potential for the countries building their tourism-related sectors in this field.

Several studies have observed medical tourism to be beneficial for economic growth. Beladi et al. (2019) conducted an inter-country regression analysis and showed that, in general, medical tourism had positive influences on the output growth of host economies. Their result was that, in turn, a 1% increase in income from medical tourism resulted in a change of 0.0019% in the rate of real GDP growth annually. It was more marked in non-OECD countries.

However, the economic benefits of medical tourism may be overstated if negative indirect effects are not considered. Beladi et al. (2019) identified a potential “crowding out” effect, where expansion of medical tourism can lead to reduced public healthcare provision and a subsequent decline in worker productivity. When accounting for this indirect productivity effect, they estimated that the economic contribution of medical tourism is overestimated by an average of 26.8% if only considering direct revenue impacts. For non-OECD countries, the overestimation was even higher at 45.2%.

Other research has found similar mixed economic impacts. A study on Thailand estimated positive effects through increased output, value added to medical services, and job creation (Beladi et al., 2019). However, evidence is also mounting that medical tourism can exacerbate inequitable healthcare access in developing countries (Beladi et al., 2019).

Growing Market Size

As noted earlier, the global medical tourism market is projected to grow substantially, reaching $111.2 billion by 2029 (Yang, 2024). This reflects the increasing demand for medical travel.

While certain countries like Thailand and India have long been popular medical tourism destinations, more nations are actively developing and promoting their medical tourism sectors. Destinations for U.S. medical tourists now include Argentina, Brazil, Canada, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, Germany, India, Malaysia, Mexico, Nicaragua, Peru, Singapore, and Thailand (Crist et al., 2023).

Diverse Procedures

Medical tourists pursue a wide range of treatments abroad, including cancer treatment, dental care, fertility treatments, organ and tissue transplantation, and various surgeries like bariatric, cosmetic, and orthopedic procedures (Crist et al., 2023).

Cost Savings. A key driver of medical tourism is the potential for significant cost savings. For example, a hip replacement that costs $50,000 on average in the U.S. can be obtained for less than $10,000 in countries like Colombia and Vietnam (CBS Mornings, 2013).

Quality Concerns

While cost savings are a major draw, ensuring quality of care remains a key consideration for medical tourists. Many international hospitals are now seeking accreditation from organizations like Joint Commission International to demonstrate their quality standards (Crist et al., 2023).

Patient Experience

Beyond just medical care, the overall patient experience is becoming increasingly important in medical tourism. Hospitals like Bumrungrad International in Thailand emphasize their five-star facilities, interpreters for major languages, and streamlined services for international patients (Bumrungrad International Hospital, 2014).

Conclusion

Medical tourism presents a rather strong potential for an economic boost to the hosting nations, especially in the developing world. The very fact that it will grow to $111.9 billion by 2029 underlines its potential to generate revenue and create employment. But affirmative action to do this will be a delicate balancing act among the policymakers, amidst the likely drawbacks of this flourishing trade. While studies indicate positive impacts on GDP growth, this impact seems greater in non-OECD countries; however, there are worries over the industry’s effect on domestic healthcare access and worker productivity. The “crowding out” effect, whereby medical tourism expansion leads to reduced public healthcare provision, can result in an overestimation of the economic benefits by up to 45.2% in some cases. In the pursuit of sustainable development, countries have to find ways of maintaining high-quality standards of care, improving patient experience, and reducing negative impacts on local health systems. Some initiatives that do this are cross-subsidization schemes, equitable buying guidelines for medical tourists, and investments in public healthcare infrastructures. A country dealing with such challenges can reap maximum benefits accruable from medical tourism and safeguard the health and well-being of citizens.
